Approved ARPA projects in Vernon
These are projects the Town Council has approved to use American Rescue Plan Act funds. Projects were selected to provide the maximum benefit to all members of the community.
Community mental health services, $69,000, approved Oct. 5, 2021
- Funds were allocated to the Hockanum Valley Community Council to provide free mental health counseling to adult Vernon residents experiencing grief, loss, stress or anxiety related to the COVID-19 pandemic.
Therapeutic document management software, $16,013, approved Nov. 16, 2021
- Funds were allocated to Opportunity Works Connecticut Inc., a social services organization that works with people with developmental disabilities, to allow the organization to provide remote services to its clients in the event of restrictions caused by the pandemic or other emergencies.
Community mental health services, $80,000, approved Jan. 18, 2022
- KIDSAFE CT, an affiliate of the Village for Families & Children, was awarded ARPA funds to provide free mental health services to Vernon children experiencing grief, loss, stress or anxiety related to the COVID-19 pandemic.
Capital Improvements, Town of Vernon, $2.5 million, approved April 26, 2022
- Funds were allocated to pay for capital items in the Fiscal 2023 municipal budget.

- Funds were allocated for consultant services for the Trail Connectivity and Complete Street program.
Community mental health services, $84,000, approved Oct. 18, 2022
- Funds were allocated to continue free mental health counseling for Vernon residents experiencing grief, loss, stress or anxiety related to the COVID-19 pandemic.
Ice rink at Henry Park, $10,010, approved Nov. 15, 2022
- Funds were allocated to purchase a portable ice rink to provide residents with an additional free winter recreation activity.
Security cameras, $46,935, approved Dec. 6, 2022
- Funds were allocated for the purchase of security cameras for the Windermere Fields youth athletic complex. Vernon Public Works will install the cameras.
Repair, replacement of guardrails, $82,000, approved Dec. 6, 2022
- Funds were allocated for repair and/or replacement of guardrails on scenic roads in Vernon.
Vernon Police body worn cameras, $285,000, approved Dec. 20, 2022
- Funds were allocated for the purchase of body worn cameras and related costs for the Vernon Police Department. The funds pay for the first two years of a five-year contract.
Windermere Fields benches and goals, $27,851, approved Jan. 17, 2023
- Funds were allocated to purchase benches and goals for the Windermere Fields youth athletic complex.
Fox Hill Tower renovation, amount not to exceed $2 million, approved Jan. 17, 2023
- Funds were allocated to help pay for the renovation and restoration of Fox Hill Tower in Henry Park.
Windermere Fields guard rails, $37,500, approved Feb. 21, 2023
- Funds were allocated for the installation of guard rails at the Windermere Fields youth athletic complex.
Windermere Fields septic system, $32,000, approved March 7, 2023
- Funds were allocated to purchase septic system materials for use in the construction of a septic system at the Windermere Fields youth athletic complex.
New England Civil War Museum, $10,000, approved March 7, 2023
- The funds were allocated for heating, ventilation and air conditioning improvements in the New England Civil War Museum, which is housed in Town Hall and contains historic records and objects.
Miracle League Field of Northern Connecticut, $175,000, approved March 7, 2023
- Funds were allocated for construction of a Miracle League field at Northeast Elementary School. The field will serve Vernon school children as well as children with disabilities from throughout the region.
Henry Park Horowitz Pool, $1,247,280, approved April 4, 2023
- Funds were allocated for the replacement of Horowitz Pool.
Windermere Fields irrigation, $101,200, approved May 2, 2023.
- Funds were allocated to fund installation of an irrigation system on fields 2 and 3 at the Windermere Fields youth athletic complex.
