Emergency Services
For sewer overflows, blockages, and other sewer emergencies the Sewer Department Business Office should be called at 860-870-3699 during business hours or the Vernon Police Department at 860-872-9126 at all other times before calling a contractor.  The Town will determine if the back-up is related to the sewer main or the house lateral.  The homeowner is responsible for blockages in the house lateral.

The Water Pollution Control Department mission is to collect and treat sanitary, and other compatible, wastewater streams of the residents and businesses within this community and surrounding communities. The ultimate disposal of the treated wastewater is to the Hockanum River at Windsorville Road.
 
Regulatory Oversite
This discharge is regulated by The State Department of Energy and Environmental Protection (DEEP) and the Environmental Protection Agency (EPA) in a permit issued to the Town of Vernon by DEEP on behalf of the EPA. As part of the regulatory process, DEEP/EPA approves the area/communities served by the WPCF and the process used by Vernon to clarify the wastewater. The DEEP/EPA also regulates the quality and quantity of the discharge to the river, and the ongoing testing of the discharge, by the issued permit. In addition, the DEEP/EPA dictates that the Town have a Water Pollution Control Authority (WPCA) which regulates the usage and connections to the WPCF as well as the budget of the WPCF. It is mandatory that the repair and maintenance of the wastewater treatment plant and its collection system are funded through user charges/fees collected directly from the users of the system. The WPCA has adopted Regulation One to govern the use and connections to the sewer collection system/WPCF and yearly adopts a budget that is the basis for setting the Sewer User Fee.
 
Sewer User Fee
The Sewer User Fee is based on the water use of the household. For those who have water supplied by Connecticut Water Company the fee is based on your quarterly billing statements which are provided to the department by Connecticut Water.  Generally, all others, such as those with a well, are charged a flat fee.

The WPCA generally meets monthly on the fourth Thursday of the month at 7:30pm in the conference room at the WPCF. The meeting dates set for each year are listed in the meeting minutes of the December meeting of the previous year. Access to all meeting agendas and minutes are available here.

The Collection System and Treatment Process.
The town’s sewer collection system consists of 135 miles of pipelines and 7 pump stations which collect the wastewater and deliver it to the WPCF. In addition, the surrounding communities of Ellington, Manchester, South Windsor and Tolland all have collection systems that transmit wastewater from some portion of their communities to the Town of Vernon’s collection system or the WPCF. The flow from each community treated at the Vernon WPCF is covered by an Inter-municipal agreement between Vernon and the community.

Sewer Connection, reconnection, repair and/or replacement Permits are available at the Business Office located at 5 Park Street.  Contractors doing work in town need to have their drain layer’s license on file with the town’s Engineering Department located at 55 West Main Street (860-870-3664). 

 

Septage disposal.
Septage disposal and treatment is provided at the Water Pollution Control Facility (WPCF) on Windsorville Road for a tipping fee of $75 per 1000 gallons of truck capacity. Septage is received Monday-Friday from 7AM to 6PM. For access at all other times an appointment must be requested by calling 860-870-3545.
 
Fats, Oils, and Grease (FOG) Program. There is a FOG Program for all Food Service Establishments (FSE) that require a Health Department class 3 or 4 food service license to operate. This program requires registration with the Water Pollution Control Dept. and approval of pre-treatment devices through this registration process. Registration Forms are provided by the Water Pollution Control Dept.
 
The town has hired a part time FOG Program Coordinator who is available to guide entities through the registration process. The FOG coordinator also reviews and approves registration and does inspections to determine compliance with the program objectives. The office of the FOG Program is located at the WPCF on Windsorville Rd. and can be reached by calling 860-870-3545.
 
WPCF Upgrade
The Town of Vernon is presently planning a treatment process upgrade to meet the strict limits of the newly issued DEEP/EPA permit and to replace many treatment system components because they have exceeded their useful life. Some of the components have been in service long enough that spare parts are no longer available.
